Spotify's rules on paying for playlists
Spotify's user guidelines don't allow accepting any compensation, financial or otherwise, to influence the content included on a playlist. On Groover the 2 Grooviz you spend on a curator pay them to listen to your track and write back. Groover's curator page puts it plainly: you get paid whether you decide to share the track, connect with the artist, or not. Their own FAQ says they don't sell placements and they don't sell streams, and that what you pay for is getting in front of independent curators, who then choose whether to add you. That is paying for consideration.

What Groover costs, and what happens to your money
Groover sells credits called Grooviz at €1 each, all taxes included, which their pricing page puts at about $1.07. Reaching one curator costs 2 Grooviz, and the top curators, under 3% of the list by Groover's count, cost 4 or 6. Their guidance is that the most successful campaigns contact at least 50 curators, which is 100 Grooviz, and that some artists go to 100 contacts or more, which is 200. Packs start at 46€ and bring the price down by up to 24%. Of every 2 Grooviz, 1 goes to the curator and Groover keeps 1 as commission. Grooviz also buy Groover Hype, which moves your track to the top of a curator's list.
The Grooviz are spent once the curator writes back, whatever they decide. They come back only for a curator who doesn't answer within 7 days, and they come back as credits to spend on other curators. Groover's terms add that individual users expressly waive the 14-day right of withdrawal that normally applies to services bought at a distance, and that Groover's obligation is one of means, to the exclusion of any obligation of result.
Groover's homepage puts more than 4 million pieces of feedback against more than 1 million shares, a count that covers reviews and playlist adds alike. By that arithmetic, one share for every four tracks sent, or about €8 of contacts per share.

Their terms add that a second withdrawal inside thirty calendar days may carry a fee, and that 365 consecutive days without activity or conversion counts as abandoning your Grooviz balance.
